Detlef Eckert, the European Commission's director for information society policies, told an audience at Central European University that there are still many barriers to getting all of the EU's citizens online.

"Without being digital or being online, you will be in 5 to 10 years cut off, many many aspects of your daily life. And even people that today say, no I don't need to be online will be somehow online," Eckert told the crowd.
